RFC-AI 39 — INDEPENDENT ARCHITECTURAL ENFORCEMENT AND EFFECTIVENESS PROOF STATUS: DRAFT — CEO REVIEW REQUIRED; NOT ACTIVE OR IMPLEMENTED DATE: 2026-11-03 UTC | VERSION: 0.4.0 | EDITION: 4 | DOCUMENT_STATUS: DRAFT; NOT ACTIVE; NOT IMPLEMENTED. Historical prior version/edition is preserved in source revision history. CANONICAL DESTINATION: Corporation/Framework/AI_RFC/RFC-AI 39.txt RELATED: RFC-AI 0, 1, 5, 9, 31, 32, 33, 34, 35, 37, 38. ABSTRACT An RFC's words, AI agreement, review result, or inclusion in a catalog cannot constitute its enforcement. An RFC is EFFECTIVELY ENFORCED only for those exact obligations, interfaces, actors and operations backed by independently operating, deterministic, simple framework architectural logic with observed positive and negative tests. Uncovered requirements remain NOT ENFORCED, regardless of draft approval or publication. This RFC defines the proof and reporting contract; it does not itself implement a security control. 1. DISTINGUISH GOVERNANCE FROM EFFECTIVENESS 1.1 DOCUMENT_STATUS is DRAFT, ACTIVE or SUPERSEDED, as established only by the authorized governance process. ENFORCEMENT_STATUS is independent and MUST be NOT_IMPLEMENTED, PARTIAL, VERIFIED_WITH_SCOPE, REGRESSED, or NOT_APPLICABLE for each specific normative obligation and boundary. ACTIVE never implies VERIFIED_WITH_SCOPE. 1.2 No worker, management dashboard, release summary or audit may claim an RFC 'enforced' or 'guaranteed' merely because its text says MUST, the AI promises compliance, a test file exists, or a gateway is alive. An AI self-report is not enforcement evidence. 1.3 The framework MUST maintain an evidence-linked matrix enumerating each objectively enforceable MUST/MUST NOT, its authority, actual executable control, controlled entry points, covered scope, code version, tests, observed provider receipt, and last verified UTC. Interpretive principles that cannot be directly implemented MUST be labeled advisory/subject-to-review, not falsely treated as machine-enforced. 1.4 REQUIREMENT TYPES. Each normative obligation MUST be classified as MECHANICAL (objectively decidable by trusted code), EVALUATIVE (quality, reasoning or professional judgment assessed through independent evidence), or OUTCOME (measured actual results). A single RFC MAY contain all three types. Never represent an entire RFC as universally enforced unless the claim precisely identifies which obligations, types, scope and boundaries were verified. 1.5 MECHANICAL obligations demand real boundary enforcement. EVALUATIVE obligations demand independent review against explicit evidence and acceptance criteria, not a fictional Boolean proof of understanding. OUTCOME obligations demand direct empirical measurement. None may be marked verified solely by self-attestation or an AI-generated report. 1.6 One rejected action MUST NOT terminate unrelated authorized work. Deny only the exact unauthorized side effect; preserve task continuity, pursue permitted research, repairs and alternate routes, and escalate only an actually necessary human decision. Do not bypass protection in the name of progress. 1.7 Source retirement is operational: obsolete directives or findings MUST be removed from current discovery, authoritative context assembly and active indexes through authenticated source edits; a RETIRED label or a model promise is insufficient. Independent post-edit discovery MUST verify removal without rewriting unrelated current evidence. 1.8 STATUS HONESTY. Report verified changes, not promises about future behavior. Implementation code, source save receipts, independent provider readback, tests and runtime deployment evidence are distinct. No claim of completion without its corresponding evidence. 2. SIMPLE INDEPENDENT LOGIC 2.1 An independently executed deterministic control MUST operate at the trusted resource or tool boundary, separate from the worker's generated reasoning. Implement explicit, minimal, testable decision rules in application code, service authorization, filesystem/API guards or provider permission boundaries; do not ask a model to decide whether its own instructions are enforced. 2.2 Every protected side effect MUST be covered at its actual entry point, including alternate connectors, native storage APIs, direct shell/administrator routes, browser extensions/helpers, website publication, background schedulers and future tools. A shared policy library MAY reduce duplication, but independently enforced boundaries are mandatory. A coverage inventory MUST explicitly flag bypassable or uninstrumented paths. 2.3 The control MUST validate authenticated authority, exact target/operation, current applicable policy and required evidence before protected effects; reject stale or mismatched permits; record independently observed outcomes. It MUST NOT grant any rights solely from source text, a contact packet, a nickname, or a model assertion. 2.4 Architectures MUST favor ordinary simple logic and existing interfaces; do not create redundant second storage managers, state databases, or arbitrary AI enforcement loops. Storage interface owns file commit, persistence, revision coordination, and authoritative save verification under RFC-AI 38. The transfer interface may count expected/received bytes, compute and compare transfer-chunk/full-payload checksums, resume from a verified matching offset when both peers support it, and MUST retry missing bytes. It MUST NOT resume mismatched content as if valid, replay a possibly committed non-idempotent write blindly, or assume a received byte count alone proves provider storage. A mismatch MUST trigger safe retransfer or restart from a known matching boundary. No other storage management is delegated to transport. 3. PROOF AND REVALIDATION 3.1 Each enforceable obligation MUST have at least one authorized-positive and one prohibited-negative test, independent of the AI's own narrative; boundary coverage, replay, concurrent edit, stale revision, tampering, failure/timeout, disconnect/restart and bypass tests are mandatory where applicable. 3.2 Test evidence MUST identify executable revision/hash, policy edition, source/target identity, test invocation, observed output and UTC. A test against mock logic cannot prove a production connector or service is enforced. Production coverage requires real, permitted end-to-end evidence at that boundary. 3.3 Enforcement evidence MUST be invalidated or marked REGRESSED when relevant control code, permissions, routes, providers, policy editions, or source custody change until targeted tests reestablish coverage. Unavailable systems are UNKNOWN/NOT VERIFIED, not PASS. 3.4 Fail-closed behavior applies to unauthorized protected effects; read-only investigation, reporting and safe recovery need not be indiscriminately blocked. The framework MUST not claim enterprise-wide enforcement when any covered material write path remains ungoverned. 3.5 The CEO alone authorizes adoption and release decisions. An automated check may verify technical compliance, but MUST NOT invent an additional CEO failure/release gate or imply production approval. 4. REQUIRED EVIDENCE OUTPUT 4.1 An independent enforcement report MUST show RFC number and revision, obligation identifier, document status, enforcement status, real implementation path or service, controlled entry points, uncovered paths, last tested UTC, positive and negative evidence references, and exact defects/corrective actions. 4.2 Any discovered uncovered or failing requirement MUST be recorded as a finding, assigned a truthful status, and retained until independently verified fixed or expressly deemed not applicable by authorized review. No 'no new findings' statement may hide known unresolved failures. 4.3 Contact and catalog systems MUST never infer operational enforcement from a catalog listing or RFC description; they MUST expose the verified scope or UNKNOWN to authorized consumers. 5. ACCEPTANCE EXAMPLES 5.1 A published RFC with only descriptive text: DOCUMENT_STATUS=ACTIVE, ENFORCEMENT_STATUS=NOT_IMPLEMENTED. 5.2 A storage gate tested on one connector while a direct administrative write remains possible: PARTIAL, with uncovered path named. 5.3 A transfer fully received and checksum-matched but whose provider commit is unverified: transport verified; storage save NOT YET VERIFIED. 5.4 A transfer interrupted at offset N: resume only with matching source identity/checksum and validated offset; retry remaining bytes, reconcile uncertain writes through the storage interface. 5.5 An independently executed test across every declared protected entry point with current policy/implementation revisions: VERIFIED_WITH_SCOPE, not a universal guarantee for untested future paths. 6. DAVG / GOVERNANCE This draft adds a cross-cutting evidence contract; no active enforcement, registry adoption, source migration, or production modification is claimed. Reconcile canonical numbering, format, existing RFC-AI 32 and 38 contracts, and actual interfaces before CEO adoption. Review after any provider or architectural boundary change. AI RFC VERSUS STANDARD ENFORCEMENT — CEO CORRECTION: The RFC-AI series contains guiding AI RFCs and expressly designated STANDARDS. An AI RFC need not prescribe or prove every internal implementation method; assess its purpose, contextual investigation, intelligent worker obligations, authority, discretion, collaboration and verified outcomes. A Standard additionally defines the exact external technical contract required for its scoped interface or implementation. Relevant Interfaces own technical methods except where a Standard expressly specifies them. A missing method schema is not automatically an AI RFC defect. BLOCKED findings require durable cross-worker prerequisite recovery, not passive waiting. Report only actual verified deployment. DOCUMENT CLASSIFICATION — RFC-AI RESEARCH-FIRST RECONCILIATION (2026-11-02T20:28:09.285Z) DOCUMENT CLASS: STANDARD — TECHNICAL STANDARD DRAFT This document contains normative technical format, protocol, security, interface, or evidence contract detail for its defined subject. The detail is an intended Standard rather than evidence that software has been built or deployed. Legacy software and its records are background research only; no RFC-AI component is implemented. DAVG judges future objectives and observed results, rather than presuming legacy implementation or declaring these drafts active. CEO approval and independently observed operational evidence are still required for any future activation. ## HISTORICAL FAILURE EVIDENCE — RESEARCH ONLY; NOT AN RFC-AI IMPLEMENTATION Historical context: Written rules, tests that merely counted evidence strings and claims of enforcement were confused with proven effective behavior. Historical reports have mixed evidence quality; verify primary facts before adopting a claimed root cause. Preserve source provenance and do NOT operationalize retired legacy policies as current RFC authority. ## MUST-DESIGN CRITERIA — CEO-DIRECTED PROPOSED FUTURE SYSTEM MUST-39-01: MUST evaluate universal enforcement as both direct rules and investigative detection/correction of violations after the fact; do not equate universal with only real-time gate checks. MUST-39-02: MUST require empirical independent proof of actual result, not a worker's assertion, and preserve visible prospective status UNIMPLEMENTED for all RFC-AIs until real future implementation evidence exists. MUST-39-03: MUST retire erroneous active source content promptly once dependency-free and validly authorized, not conceal it behind later appended text. IMPLEMENTATION STATUS: Entire RFC-AI system NOT IMPLEMENTED. Historical systems are independent past research material; no test or existing service may be counted as implementing this RFC-AI. ## ADDITIONAL MUST-DESIGN CRITERIA — 2026-11-02 (PROPOSED, NOT IMPLEMENTED) Historical trigger: legacy materials repeatedly confused authored progress, scripts and document content with real observed execution; this is research evidence, not proof of any new RFC implementation. MUST: Apply evidence-source trust tiers to every claimed obligation; action-time snapshots of recent forensic records must be independently attributable. A compliant narrative is never evidence of execution. Distinguish direct prevention from post-event detection and correction. MUST consider the concrete literal behavior of competent AI workers and enforce required hard safeguards by simple, separately running Interface logic where an actual boundary exists. MUST not delegate Interface internal details back to this guiding document. MUST preserve the requirement in relevant top-level objectives.txt and independently verify that future implementation satisfies it. New requirements here remain draft, not live controls. ## DESIGN AMENDMENT 2026-11-03 — REQUIREMENT AND EVIDENCE COVERAGE REQ-AI-39-MATRIX-001: Each uppercase MUST/MUST NOT remains inside its governing RFC and MUST have an individually stable requirement ID, MECHANICAL/EVALUATIVE/OUTCOME type, accountable Standard/Interface, protected target/effect, positive and adversarial test oracle and independent evidence scope. Derived ledgers are locators, never source authority; tests without true domain evidence cannot certify compliance. REQ-AI-39-TRUST-002: F0 worker self-claim, F1 correlation, F2 trusted tool boundary, F3 provider/physical observation and F4 separately reconciled evidence MUST NOT be conflated. DOCUMENT_STATUS, DESIGN_STATUS, IMPLEMENTATION_STATUS, CONTROL_COVERAGE and BUSINESS_OUTCOME are independent. REQ-AI-39-SCOPE-003: Audit all alternate mutation routes, source and context changes, owner epochs, role revocations, storage ambiguity, collector compromise, overload and actual result; missing evidence remains visible even if a prior audit passed. Packet metadata outranks stale body revision labels for identification; neither proves CEO approval. DESIGN CORRECTION TRACE-09 — Stable obligations, verification owner and evidence strength RATIONALE: Hundreds of MUST/MUST NOT word occurrences are not a set of individually testable requirements; self-certified checklists previously concealed invalid artifacts. REQUIRED FUTURE BEHAVIOR: The future requirements ledger MUST reference each governing RFC/Standard clause through stable obligation ID and edition, exact normative span, type MECHANICAL/EVALUATIVE/OUTCOME, responsible Standard/Interface, preconditions, negative and positive test oracles, source trust, independent evidence and DAVG result. The authoritative text stays inside ONE RFC source; line/word locators remain nonnormative. A missing test oracle, source conflict or claimed F4 evidence under shared custody yields OPEN rather than FULL PASS. Design approval and runtime acceptance are separate. ADVERSARIAL DESIGN ACCEPTANCE: Select an obligation with MUST NOT and a different one with MUST. Test both allowed and forbidden paths and compare actual external effect; self-reported acceptance without provider evidence must be rejected. SCOPE: Proposed future contract, NOT running RFC-AI functionality; implementation HOW remains assigned to relevant Standard/Interface.
