RFC-AI 43 — STANDARD IMPLEMENTATION PRIORITIES — FOUNDATIONAL EXECUTION ORDER DOCUMENT CLASS: STANDARD STATUS: PROPOSED DRAFT FOR CEO REVIEW — ENTIRE RFC-AI SYSTEM UNIMPLEMENTED DATE: 2026-11-02 UTC 1. PURPOSE AND NO FALSE STATUS This document is a proposed sequencing and dependency Standard for FUTURE RFC-AI implementation, not evidence that any item exists. All are UNIMPLEMENTED. Priority means coordinate prerequisites and parallel eligible work, not impose arbitrary new CEO failure gates. 2. PRIORITY TIERS P0 FOUNDATIONAL UNDERSTANDING: (a) authenticated worker identity and single authoritative SourceRegistry edition, (b) full worker-specific Continuity beginning with shared Guiding Principles, (c) independent current operating Context without assignment, (d) appropriate role onboarding/expertise check, (e) authenticated Assignment LAST with target overlay and owner epoch, (f) independently trusted clock/forensic collectors, resource and storage correctness contracts. These are FUTURE DESIGN dependencies, not implemented services. P1 DURABLE EXECUTION: WorkerCoordinationInterface, durable obligations and retries, active cross-worker prerequisite delivery, StorageInterface safe direct edits and independent commit verification, authorization and target-specific Interfaces. Workers pursue actual outcomes, not heartbeats. P2 INDEPENDENT LEARNING: DAVG with distinct independent reviewer/real boundary tests, traceability between objective and accepted result, remediation evidence, source retirement and prevention of repeating old errors. 3. DEPENDENCIES AND CONCURRENCY P0 factual identity/authority/source resolution precedes protected effects. Research and unrelated work may proceed concurrently. P1 may develop in parallel where dependencies are documented. P2 design may proceed concurrently and evaluates the work as it becomes testable. No blanket serial gate blocks unrelated work. 4. OWNERSHIP, COMPLETION, GOVERNANCE Interfaces own methods and error recovery; guiding AI RFCs own WHAT/WHY; objectives.txt owns work assignment; Standards own scoped exact contracts. DAVG and human authority remain separate. Use real evidence before claiming implementation; do not confuse a completed RFC draft with a deployed system. Wasting CEO time for routine technical work is forbidden. HISTORICAL USE: prior legacy records and external engineering publications are research evidence only, not an implementation of this draft. ## 5. NEW PRIORITY CLARIFICATIONS — PROPOSED P0 MUST include independent forensic collection design (RFC-AI 45), storage-side correctness, relevant qualification and assembly of exactly ONE Worker Contact Document under RFC-AI 35/36/44 with CONTINUITY required, CONTEXT optional if substantive and ASSIGNMENT optional if genuine. Separate storage/source records are inputs, never separate worker outputs. P1 MUST preserve project pieces and real authenticated per-piece approvals; each future implementation item remains UNIMPLEMENTED. ## DESIGN AMENDMENT 2026-11-03 — ACYCLIC PREIMPLEMENTATION PLAN REQ-AI-43-ORDER-001: New RFC-AI software remains UNIMPLEMENTED. Design ordering: authenticated worker identity and SourceRegistry -> Continuity section with complete Guiding Principles first -> optional useful preassignment Context section -> optional applicable onboarding/qualification -> optional current authenticated Assignment LAST. Return ONE contact document, omitting almost empty sections; then future W5-W12 work. Do not select a task merely to populate a template. REQ-AI-43-ORDER-002: Distinguish design prerequisites from runtime prerequisites. Specify a small synthetic reference workflow with stubs only where clearly labeled, enabling identity, source, context, assignment, storage/authorization, evidence and DAVG contract validation without circular prerequisites. A synthetic PASS cannot prove the deployed enterprise. REQ-AI-43-ORDER-003: Prioritize typed authority, canonical edition conflict resolution, time API naming, exact evidence classes, durable owner epoch, storage uncertainty, multi-Interface reconciliation, resource bounds, specialist qualification and complete bypass inventory before future system build. DESIGN CORRECTION DEPEND-15 — Acyclic future development and minimum synthetic reference scenario RATIONALE: When authorization needs trusted context, context needs registry, registry needs storage and storage needs authorization evidence, a naive build plan deadlocks. REQUIRED FUTURE BEHAVIOR: Separate DESIGN dependencies from real RUNTIME dependencies. Specify a minimal future synthetic reference with explicit immutable source fixture, authenticated identity fixture, one contact document, protected typed operation, StorageInterface result, independent receipt and DAVG oracle; synthetic stubs MUST be labeled and MUST NOT be promoted as production implementation. Implement future Standards/Interfaces only after current draft design acceptance and CEO authorization. Reuse a single responsible component rather than duplicate storage or enforcement logic in each feature. ADVERSARIAL DESIGN ACCEPTANCE: Draw the dependency DAG and reject cycles that lack a fixed bootstrap trust root. The fixture must reject wrong target, duplicate commit, stale owner epoch and false evidence while revealing every stub. SCOPE: Draft future design and test contract; NOT installed RFC-AI software.
